For anyone who hasn't already figured it out -
I just got my sound working today without having to tweak the games files at all. The fix was obvious and I was suprized I hadn't thought of it before. I just installed the FMOD API from they're website (http://www.fmod.org/index.php/download) and tada, sound works great no more crackling.
I'm not very educated on the subject, however, a possible POSITIVE side effect of installing the FMOD API (for me so far) is that Bioshock will now run without crashing on the initial launch.

Could you elaborate? What file exactly did you download? What is your OS and soundcard?
